Detailed Guidance
Labourer Card (Green)
Since rule changes effective 1 March 2024, the CISRS Labourer card is the entry point to the scheme, replacing direct enrolment as the first step. Requirements:
- Completion of the CISRS Operative Training Scheme (COTS) course
- Current CITB HS&E test pass
- Valid for 5 years
- Does not permit erecting, altering or dismantling scaffolding — holders work as labourers under supervision, or from a safe, fully erected platform
Trainee Scaffolder Card (Red)
Following the same March 2024 changes, a Trainee card is issued only once CISRS Part 1 has been completed (not merely enrolled on) at a CITB-approved training centre. Requirements:
- Must have completed CISRS Part 1 (or Part 2, for the second Trainee card)
- Must hold a current CITB HS&E test pass
- Valid for 18 months per card, non-renewable
- A second, further 18-month Trainee card is issued on completion of Part 2 — giving operatives up to 3 years total to gain site experience, complete NVQ Level 2, and pass the skills test before progressing to the Scaffolder card
The interval between completing COTS and enrolling on Part 1 was also shortened from 6 months to 3 months under the same changes. The Trainee card does not permit unsupervised work; holders must work under direct supervision of a CISRS Scaffolder or above.
Scaffolder Card (Blue)
The Scaffolder card (blue card) is the standard working qualification for most scaffolders, and is issued as one of two separate routes — Tube & Fitting or System — each with its own Part 1/Part 2 tests. There is no combined tube-and-fitting-plus-system card. Requirements (Tube & Fitting route):

Advanced Scaffolder Card (Gold)

Can a Scaffolder without an Advanced card erect complex scaffolds?
No. A basic Scaffolder (Part 1 and 2) card is limited to standard configurations covered in those assessments. Complex scaffolds — truss-out, cantilevered, shoring, suspended scaffolds, system scaffolds in non-standard configurations — require an Advanced Scaffolder as a minimum. Does a CISRS card cover all types of scaffolding work?
No. The base Scaffolder card covers only one route — Tube & Fitting or System — in standard configurations; it does not cover the other route.
