The Protected Stairway — What "Protected" Means

A protected stairway is a stair enclosed by walls of at least 30 minutes' fire resistance (REI 30), with fire doors (FD30 in a three-storey-or-more dwelling, FD20 in a two-storey) at every opening from a habitable room onto the stair. The intent is to create a smoke-free escape route from the upper storeys to the final exit, long enough for occupants to leave.

Single-Storey Means of Escape

In a bungalow (or any single-storey dwelling), the means of escape from a habitable room is an escape window. The dimensional requirements (Approved Document B Vol 1, paragraph 2.10) are:

Habitable rooms are: bedrooms, living rooms, studies, dining rooms — any room normally occupied. Kitchens, bathrooms and utility rooms are not habitable rooms and do not require escape windows (though smoke alarms are still required throughout the dwelling).

Two-Storey Dwelling: Window Egress Route

Most modern two-storey dwellings use Option A because it avoids the inconvenience of fire doors to bedrooms. The escape window is the back-stop.

Three-Storey Dwellings (Including Loft Conversions)

This is where the regulations become significantly more demanding, because window egress from a third floor is not considered a reasonable escape route (a fall from second-floor height is potentially fatal).

For any three-storey dwelling, including the very common case of a loft conversion creating a habitable third storey above a standard two-storey house:

Loft conversion projects routinely involve replacing existing internal doors at first-floor level with FD30 fire doors, fitting smoke seals to existing frames, and ensuring the existing stair enclosure has continuous 30-minute fire resistance. This is not optional — building control will refuse to certify a loft conversion that does not provide a fully protected escape route.

Open-Plan Layouts in Three-Storey Dwellings

A common modern design pattern is a knocked-through ground floor with kitchen, dining and lounge all open to the entrance hall. In a two-storey dwelling this is straightforward, but in a three-storey dwelling (or a two-storey house being converted into three-storey by a loft conversion) it directly conflicts with the protected-stair requirement — because the kitchen (a "risk room") and the lounge are both open to the escape route.

The 2022 amendment to Approved Document B Vol 1 strengthened the open-plan provisions by clarifying that the sprinkler system must cover the entire dwelling (not just the ground floor) and must be installed by a BAFE SP203-4 certificated installer.

Inner Rooms and Galleried Landings

An inner room is a habitable room accessed only through another room. Under Approved Document B Vol 1 paragraph 2.13, inner rooms must have:

My loft conversion contractor says I don't need to upgrade the doors on my first floor — is that right?

Almost certainly wrong, if your loft conversion creates a habitable room (bedroom, office) above two existing storeys. The entire stair from ground floor to loft becomes a protected stair, and every habitable room opening onto that stair — including bedrooms on the first floor — must have an FD30 fire door with intumescent strips and (ideally) smoke seals. The only exception is a "non-habitable" loft conversion used purely for storage, but that designation would prevent you from using the loft as a bedroom. Building control will not sign off the conversion without the doors upgraded.

Can I have an open-plan kitchen-lounge-stair in my three-storey house?

Only if you install either a self-closing fire door between the kitchen and the lounge (separating the kitchen from the escape route), or a domestic sprinkler system to BS 9251:2021 throughout the entire dwelling. The most cost-effective compliance route on most projects is the kitchen door. A sprinkler system is significantly more expensive but maintains the architectural flow. The third option — fire-engineered alternative — requires a fire engineer's report and is unusual on standard projects.

What's the difference between FD20 and FD30 fire doors?

FD20 is a door tested to provide 20 minutes of fire integrity (it withstands fire on one side without flames passing through for 20 minutes). FD30 provides 30 minutes. FD20 is acceptable on the protected stair of a two-storey dwelling (where the overall stair enclosure is 30 minutes). FD30 is required on the protected stair of a three-storey or larger dwelling, on every habitable room opening onto the stair, and in flats between the dwelling and the common parts. Note that FD30S adds smoke seals — required where smoke control is critical (typically in flats and HRBs, sometimes specified in dwellings).

Do I need an escape window in a basement?

Yes, if the basement contains a habitable room. The escape window must open into an external area (a lightwell) no smaller than 1.0m × 1.0m, with means of escape from that lightwell to ground level — typically permanent steps or a ladder. Sleeping accommodation in basements without compliant escape provisions is one of the most common Part B failures on extensions and conversions, and is treated seriously by building control because of the high risk of trapping occupants below ground.

Can I use a velux window as a means of escape from a loft room?

Only if it meets the escape window dimensions (0.33 m², 450mm min each dimension, sill ≤1100mm) AND opens fully — a typical centre-pivot velux does not open wide enough to satisfy escape requirements. The Velux GGL "fire escape" model and similar from other manufacturers is specifically designed with a higher opening angle to qualify.
